These answers explain Texas law and City of Pasadena rules in everyday terms, but they aren't legal advice. Rules and fees can change, so your roofer should confirm anything that affects your job. For the full rundown with sources, see the Texas roofing rules page.
Is this site a roofing company?
No. We connect homeowners with independent local roofers, and those roofers pay us for each referral. We don't inspect, install, sign contracts or take payments. You pay us nothing and receive nothing from us. Any agreement you make is directly with the roofer you choose to hire.
How do I check a roofer when Texas has no license?
There is no state roofer license, so ask for proof of liability insurance and workers' compensation, a local business address, references and manufacturer warranty paperwork. Get a written, itemized contract. Inside Pasadena, ask whether the roofer is registered with the City of Pasadena Permit Department and will pull the permit.
Does a roof replacement in Pasadena need a permit?
Yes, for homes inside city limits. The city's fee schedule lists $40 for a residential roof replacement, and fees can change. Your roofer pulls the permit from the Permit Department on the first floor of City Hall, 1149 Ellsworth Drive (713-475-5575). Permits are issued until 4:30 p.m.
Can a roofer pay or waive my insurance deductible?
No. Texas law bars a roofer from advertising or promising to pay, waive, absorb or rebate your deductible, and doing so is a Class B misdemeanor. A contract of $1,000 or more that the roofer expects to be paid from a claim must carry a bold notice that you owe the deductible. Your insurer may also hold payment until it sees proof you paid.
Can my roofer handle the insurance claim for me?
No. Under Texas law, a contractor can't act as a public adjuster or advertise that it adjusts claims on a home it's working on, even with your signed authorization. Your roofer can photograph, document and price the damage. You and your insurer settle the claim, or a public adjuster you hire separately.
Can I cancel a roofing contract I signed at my door?
Usually, yes. When a sale is made at your home after a seller's visit, Texas generally lets you cancel until midnight of the third business day after signing, and the seller must give you a written notice of that right. Texas has no law letting you cancel because your insurer denied the claim, so read any "contingency" agreement before signing.
Does my home need a windstorm inspection?
Most Pasadena homes don't. Only the part of the city east of State Highway 146 is in TDI's designated catastrophe area. There, a roof replacement needs a TDI windstorm inspection during the work and a certificate of compliance (WPI-8), which TWIA requires before insuring the home. Your roofer checks your address. TDI Windstorm: 800-248-6032.
Will impact-resistant shingles lower my premium?
They may. Texas insurers can give a premium credit for impact-resistant roofing, and TDI says a Class 4 roof covering earns the highest credit, with each insurer setting its own amount. In September 2026 the Governor and TDI encouraged insurers to credit FORTIFIED roofs. Ask your insurer before choosing. Your roofer completes TDI form PC068.
Can my HOA stop me from using impact-resistant shingles?
Generally not. Under the Texas Property Code, an HOA usually can't block wind- and hail-resistant shingles that resemble the neighborhood's shingles, are of equal or better quality and fit the look of nearby homes. Your HOA may still have a say on color or style, so check its approval process before ordering.
