Wind and Hail: What to Check

Around Pasadena, wind does most of the roof damage. On January 24, 2023, the National Weather Service traced a near-continuous path of EF1 to EF3 tornado damage across parts of Pasadena, Deer Park and Baytown, with peak winds near 140 mph. Nearly 700 homes were damaged, more than 400 of them badly.

Hurricane Beryl came ashore near Matagorda on July 8, 2024, as only a Category 1, yet the NWS logged a 72 mph gust about 4 miles south-southwest of Pasadena. Hail is less common but real: on March 27, 2023, NWS Storm Data logged stones of 1.25 inches close to the Pasadena–Deer Park line, and 1.75 inches roughly 1.2 miles east of Deer Park. After any storm, check from the ground:

  • Shingles lifted or gone. Gaps in the rows, tabs folded back, or pieces lying in the yard.
  • Dings on soft metal. Gutters, vent caps and air-conditioner fins often show hail marks more plainly than shingles.
  • A fresh ceiling stain. A new water mark after wind-driven rain.
  • Staying off the roof. A wet, damaged roof is no place for a homeowner. Leave the climbing to the roofer.

What This Covers

  • Damage records. Dated photos and notes on each slope, the record an adjuster will want.
  • Temporary protection. A tarp over an opening to keep rain out while the estimate and claim are sorted out.
  • Impact-resistant options. If you replace, ask about a Class 4 product and whether your insurer credits it. The roofer fills in TDI form PC068.

Budgeting for Storm and Hail Damage Roofs

Insurance may cover a storm job, minus your deductible. These published figures give you a yardstick for the estimate and the insurer's numbers.

A re-roof inside Pasadena city limits also needs a permit, listed at $40 on the city's fee schedule (fees can change). The cost guide explains what moves these numbers.

From Inspection to Cleanup

  1. Request and inspection. Call (713) 555-0169 or send the form. One independent local roofer checks each slope, the flashing and the attic, and records what the storm did.
  2. Written estimate. An itemized price you can share with your insurer.
  3. You settle the claim. You and your insurer agree on the amount; the roofer doesn't negotiate it.
  4. Permit, work and cleanup. The roofer pulls any city permit, does the approved work, sweeps for nails and hands over the warranty papers.

What Sets This Apart

Storms bring out door-knockers, and Texas has no state roofer license to screen them. We point you to a local roofer and never take a cut of your claim. Before hiring anyone, ask for liability and workers' compensation papers, a local address and references, and whether they're registered with Pasadena's Permit Department.

How an Insurance Claim Usually Works

In a claim, the roofer documents the damage and prices the work. Texas law says a contractor may not act as a public adjuster or advertise that it adjusts claims on a property it's working on, even with your signed authorization. Once the damage is on paper, the negotiating belongs to you and your insurance company, or to a public adjuster you hire separately.

Your deductible is yours to pay, and a roofer who promises to pay, waive, absorb or rebate it commits a Class B misdemeanor. A roof contract of $1,000 or more that the roofer expects a claim to fund must carry a bold notice saying so, and your insurer can hold back payment until it sees proof you paid. Texas has no law letting you cancel a roof contract because the claim was denied, so read any "contingency" agreement before signing.

Common Questions

Can the roofer handle my insurance claim?

No. A roofer can inspect, photograph and price the damage, and you can pass that estimate to your insurer. Texas bars contractors from acting as public adjusters on homes they work on, even with written permission. You negotiate with your insurer yourself, or through a public adjuster you choose and pay on your own.

Do I need a windstorm inspection for a new roof?

Probably not. TDI's designated catastrophe area takes in just the slice of Pasadena east of State Highway 146, and most homes sit west of it. On the east side, the state requires an inspection by TDI while the roof goes on, followed by a WPI-8 certificate of compliance, and TWIA wants that certificate before it covers the house. Jobs under 100 sq ft without decking are exempt. Your roofer checks your address (TDI Windstorm: 800-248-6032).

Will an impact-resistant roof lower my insurance bill?

It might, but nothing guarantees it. Per TDI, Class 4 coverings get the top credit for impact resistance, but each company decides how much. Call your insurer before choosing a product, and have the roofer complete TDI form PC068 once the new roof is on.

Should I sign with a roofer who knocks after a storm?

Take your time. Ask for insurance papers, a local address and references first, and never accept a "free roof" pitch. A contract signed at home after a seller's visit can generally be canceled within three business days. The Texas roofing rules page explains your rights.

Other Roof Work

If the damage covers the whole roof, see full roof replacement. For a small, contained problem, roof repair may fit better. Rebuilding with storms in mind? Read about metal roofs and impact-resistant shingles.
